It's about the oil stupid.
US Labor Against the War is sending every member of the Congressional Out of Iraq Caucus the letter contained in the PDF attached below. It concerns the Iraqi oil laws that the Bush administration are foisting upon Iraq.
Two paragraphs buried at the bottom of a long New York Times article today say it all (allowing the Times to later claim to have reported it):
"The draft oil law would allow regions to enter into production-sharing agreements with foreign companies, which some Iraqis and critics of the Bush administration say could lead to foreigners reaping too much of the country’s oil wealth.
"Iraqi officials say all contracts will be subjected to a fair bidding process, but there are fears that American companies could be favored."

Here's a taster of what it says:This oil law is not the product of a deliberative process by Iraqis within the Iraq. It was not conceived by Iraqis at all. It was imposed upon the Iraqi Council of Ministers by the Bush administration with cooperation from the International Monetary Fund with instructions to submit it to the Iraqi parliament for approval. The law had its origins in a report prepared by a group of oil industry executives and consultants provided to the Bush administration before the invasion of Iraq. The recommendations of that report provided the essential features for the law that was developed at the behest of the Bush administration and delivered to the Iraqis.Everyone who argued for this invasion should be knee deep in shame by now, but I already understand that these people are beyond such emotions.
